Course Description
Title II of the Americans with Disabilities Act (ADA) as well as Section 504 of the Rehabilitation Act have a
fundamental requirement that State and Local governments have completed a self-evaluation of all of
their facilities, services, and programs including the pedestrian network along the public roads and
should have a Transition Plan to address any items identified in need of correction during their self-
evaluation. This workshop will focus on ADA Title II and Section 504 requirements for the public rights-of-way for completing a self-evaluation and developing a transition plan. As a living document, transition
plans will need continuous update to track changes and improvements you have made.
Learning objectives
• Identify applicable laws, regulations, guidelines for accessibility in the public rights-of-way
• How to perform an ADA self-evaluation and what should be included
• Creating a transition plan and who must have one and who should have one
• Updating your transition plan

Ted Green, P.E. (NJ, NY, PA) has been providing Americans with Disabilities Act training as it relates to the public right-of-way with UMTC / Baystate Roads for the past decade. Accessible pedestrian network workshops have been presented in several states as part of the LTAP program as well as Designing Pedestrian Facilities for Accessibility with the FHWA Resource Center staff.
Ted has over 30 years of experience as a civil engineer performing training, project management, design, and condition inspection of various highway and railroad bridges, parking structures, bus maintenance facilities, and airport terminal buildings. With a Bachelor of Science in Civil Engineering from North Dakota State University, he is a licensed Professional Engineer in New Jersey, New York, and Pennsylvania. Ted is a member of the American Society of Civil Engineers (ASCE) with leadership positions held at the local level, holding positions as past Region 1 Governor (New England, NJ, NY), and past chair of national committees.
