The annual MassDOT Transportation Innovation Conference provides a forum for innovative transportation systems, management ideas, and initiatives. Each year, the conference provides an important opportunity for transportation practitioners to share knowledge, sponsor peer-to-peer learning, and collaborate on issues of mutual interest. A specific focus of this year’s conference will be on MassDOT’s investment in infrastructure. Conference participants will have the opportunity to discuss the advantages and challenges associated with the innovative methods and technologies being presented in the following categories:

This session will provide attendees with an overview of MassDOT’s update to its Statewide Long Range Transportation Plan (SLRTP), entitled Beyond Mobility. Panelists will describe how MassDOT is incorporating transportation equity principles and data as part of the long-range planning process. You will hear from the project team on innovative public engagement techniques (e.g. community activations and focus groups specifically for underrepresented communities) that are being implemented as part of the SLRTP to empower community members and “meet people where they are.” Additionally, the project team will describe the data and planning efforts that are being used to identify site-specific needs that will be referenced in the Plan. This discussion will also explore how data on demographics, access to critical services, and other factors will be used to apply an “equity lens” to the site-specific needs assessment.

How do we ensure that all residents of Massachusetts can benefit from electric vehicles? Hear how the Massachusetts Clean Energy Center (MassCEC) is approaching equity through grants funding projects to make e-bikes affordable and available to low-income and minority residents, electrify fleets to reduce emissions in environmental justice neighborhoods, and promote awareness of electric vehicles to underserved communities. MassCEC will highlight lessons learned from its first round of grants, ACTNow, and will also discuss how it is embedding equity and scalability into its second round of grants, ACT4All. ACT4All grant recipients MassBike and the Pioneer Valley Planning Commission will present on the initiatives they are launching in Worcester and the Pioneer Valley this summer to deploy e-bikes to low-income residents, explore e-bike education initiatives, and expand community interest in clean transportation options.

When designing with resiliency in mind, there are many challenges that come with adapting old methods and innovating for the future. This session will highlight some exciting projects in the Commonwealth regarding approaches to handling low-lying marsh mitigation. A new bridge design to cross the Herring River in Wellfleet brought with it a one-of-a-kind adaptive bridge structure that will restore 1,100 acres of former salt marsh. Our panelists will discuss the out-of-the-box thinking that was required to replace an undersized tidal culvert connecting the Crescent Marsh in Saugus to its historic saltwater resource. Join this session to learn more about how Subsurface Utility Engineering (SUE) services during the design phase can lead to project delivery improvements and cost savings.

Room E: Adopting Drones to Improve Roadway Safety

Un-crewed Aerial Systems (sUAS and/or drone) technologies create opportunities to collect data sets large enough to produce analytic results that can lead to informative recommendations aimed at improving safety and public awareness. MassDOT Aeronautics will introduce this session and discuss safe and effective data collection techniques using drones. The panelists will focus on the utilization of aerial collected data to supplement and improve roadway safety analysis for three different use cases: (1) UMass Truck Rollover Research on designated truck ramps-how drone data assisted with research; (2) Intersection analysis with video analytics and safe systems using drone technology employed in Brockton; and (3) Awareness and education for safety and the public outreach benefits of using aerial video for HAWK Signal operation.

This panel brings MassDOT, the MBTA, and CTPS together to introduce recent equity-focused initiatives at each agency and have a moderated discussion about applications of this work and prospects for the future. Transportation equity is a priority for MassDOT and its partner agencies, including the MBTA, regional transit providers, and metropolitan planning organizations. Planning for equitable transportation requires proactive and detailed consideration of the transportation benefits and burdens facing residents of the Commonwealth. This session will discuss MassDOT’s work to catalogue transportation equity indicators in Massachusetts, which builds on equity indicators that are already in use and introduces new metrics that can be developed based on data availability. Additionally, panelists will discuss their research to understand the discrepancies in transportation outcomes between different population groups, for example, Environmental Justice (EJ) and non-EJ populations, and specifically the differences between the travel delays experienced by travelers in cars compared to those on buses. The latter have ramifications both in terms of transportation access and equity, and in terms of Massachusetts’ climate and sustainability goals.

Higher speed increases the risk of a fatal or serious crash and reduces the likelihood of survival. Safe vehicle speeds make streets better for everyone, whether you are traveling by car, wheelchair, bicycle, stroller, foot, or bus. Each year, municipalities are faced with the challenge of allocating limited funds to maintain their infrastructure networks. By utilizing the latest field data capture technologies and web-based GIS platforms, municipalities can plan and make well-informed decisions to prioritize their assets. Unmanned Aerial Systems (UASs), Artificial Intelligence (AI), and Infrared Imaging (IR) are all currently being utilized to manage transportation assets in a safe and efficient manner, such as: detecting voids under the pavement, determining the condition of culverts using IR, and addressing geohazards using UAS and using LiDAR to scan the cross-section of a right-of-way. Come listen and join in on the discussion on the future of managing assets.

The first presentation will discuss proven techniques that were used for increased project efficiency, including detailing how a $1.7-billion transportation project proceeded through the federal environmental review process in a record-breaking 23 months. The Cape Cod Commission will demonstrate its Low-Lying Roads Project Viewer, which is being developed to help towns on the Cape prepare for the effects of climate change and rising sea levels on critical infrastructure.

Collaborating and engaging with public stakeholders during the project development process is a priority for MassDOT. New approaches to municipal/state collaboration and community engagement have recently been explored, leaning on technology and community outreach. A new public engagement mobile app, REACH (Real-Time Engagement And Communication Hub) is being utilized. The app provides a single-entry point for public stakeholders to participate and subscribe to project updates and share feedback on projects and join online meetings. A ‘boots on the ground’ approach involved working with the Lynn Safe Streets for People Playbook initiative and LEO, a local community service provider, allowing MassDOT and the City of Lynn to create community buy-in to advance traffic calming and complete streets.

A critical component of any transportation project is an accurate estimate of implementation costs. Cost estimates inform feasibility, guide funding decisions, and help to avoid surprises during implementation. MassDOT recognizes that assembling accurate cost estimates for municipal projects can be challenging and sometimes even expensive. MassDOT has developed the State Aid Reimbursable Programs Estimating Tool (SARPET) to support municipalities in their efforts to develop cost estimates for projects. SARPET is ideal for municipalities seeking to develop a cost estimate for a project supported by the Chapter 90 Program, Complete Streets Funding Program, Safe Routes to School Program, Shared Streets and Spaces Program, Local Bottleneck Reduction Program, and other local projects. MassDOT’s SRTS Program provides a variety of services through designated Outreach Coordinators to encourage elementary and middle school students to safely walk and bike to/from school. The program also provides engineering support by providing funding for infrastructure projects that improve safety, access, and mobility for elementary and middle school students. While the programmatic and infrastructure intervention objectives are clearly defined, post-intervention results are often more difficult to assess. This session will review the feasibility and lessons learned from utilizing StreetLight data as a tool for evaluating SRTS programmatic activities and/or funded infrastructure improvements.

This session will highlight the use of innovative applications of data to enhance safety during both the planning and operations stages. Learn how macro-level crash prediction models will assist organizations to incorporate safety earlier in the transportation planning process. This approach will supplement the roadway safety management process outlined in the Highway Safety Manual (HSM). On the operations side, the Virginia Department of Transportation is using a congestion-prediction algorithm to set Variable Speed Limits for the purpose of improving safety and relieving congestion along I-95. Lastly, hear from experts on how leveraging an AI-based platform can help municipalities gain efficiency by translating asset data into actionable capital improvements, plans, and budgets.

This session will cover three innovations that are reducing costs and advancing the technologies of paving and other infrastructure projects. The first presentation will feature ultra-lightweight Foamed Glass Aggregate (UL-FGA), which is a lightweight fill alternative. UL-FGA is made from 100% recycled glass and has an attractive carbon and energy footprint compared to other lightweight fill options. The next presentation, from MassDOT, will introduce electronic ticketing which offers improvements in safety, time savings and quality. Our panelists will also discuss critical issues of climate change and the role that construction materials play in it, especially covering new technologies to lessen carbon impacts.

The onset of the pandemic caused unprecedented impacts on travel, specifically traffic volumes and transit ridership across Massachusetts. This session will present monthly trends that were tracked during 2021, including the mobility rebound during the roll-out of vaccines; preliminary return-to-office trends; and effects of the Omicron variant. This session will also explain how MassDOT leveraged this data to develop tools that provide trend information to businesses and commuters, ultimately increasing preparedness for more robust return-to-office plans. Looking towards the future for travel in the Commonwealth, this session will present the Metro Boston Travel Demand Model.

This session will explore the challenges that come with creating connected infrastructure and will provide information about what is currently being done in Massachusetts by highlighting the Rt. 9 corridor from Wellesley to Worcester. This corridor has been equipped with technology which allows data transfer from the traffic signal control cabinet to vehicles. A second presentation will highlight a similar technology, Intersect, being used for engineering and planning. Intersect can remotely collect information at intersections more efficiently without the need for traditional manual or electronic counts. This technology was in development prior to the COVID-19 pandemic and became that much more important when in-person traffic monitoring was not feasible.

Room D: Enhanced Techniques Used for Bridge Replacements

This session will highlight recent bridge replacement projects in Massachusetts and Colorado, including special circumstances, challenges, and lessons learned from the project teams. The first presentation focuses on a 1935 bridge in Weymouth that was replaced as a part of a Route 18 roadway project over an MBTA commuter rail line. Unique staging techniques and careful planning were utilized to limit disruptions to the local community, traffic, MBTA service, and adjacent wetlands. The new bridge structure was moved to its final location by way of the largest lateral slide in MassDOT history. The session will also discuss the replacement of a set of 3-span bridges over the Great Western Railway through an I-25 highway project in Colorado. Innovations saved close to $10M in construction costs.

Bridge maintenance and preservation is a key part of MassDOT’s goal to keep bridges in a state of good repair. Through research and contracting, MassDOT has been able to focus on applications to improve bridge health across the Commonwealth. UMass Lowell’s research will present recent field applications on sensing textiles for bridge health monitoring in New England. In this development, affordable, versatile, and durable textiles are integrated with distributed fiber optic sensors (FOS) to measure surface temperature and strain distributions on bridge girders. Researchers from UMass Amherst will present work that will improve steel beam end analytical procedures which will help engineers and inspectors in New England. MassDOT will also provide an update on bridge maintenance contracting including goals being addressed, improvements completed, and future work that will improve efficiency.

Leveraging data to improve safety has become a vital issue in transportation planning. This session will highlight three strategies where data capture has been employed to improve our understanding of roadway and vehicle safety as well as infrastructure asset management. A recent and ongoing MassDOT research project will highlight the experiences and lessons learned from managing LiDAR technologies and machine learning. Additionally, researchers from UMass Lowell will discuss Situational Awareness for Emerging Network Enabled Transportation Systems (SAFENETS), a novel situational awareness framework to help shape the future of autonomous vehicles deployment. More so, listen about a few applications of AI-based Computer Vision (CV) related to roadway safety. Specifically, it will summarize a practical approach of implementing Object Tracking Algorithms to determine traffic behavior patterns regarding lane changes, wrong way driving, and speeding.

This session will highlight two projects which utilized innovative techniques for accelerated bridge construction. The first presentation will discuss the Chelsea Viaduct Rehabilitation project, which consisted of rehabilitating 4,011 feet (0.76 miles) of two separate viaduct sections, passing over several local roads and an MBTA commuter rail line. The second presentation will look at the Starville Road Bridge Replacement project in St. Clair County, Michigan, which utilized innovative methods to complete the bridge reconstruction in just 35 days.

This session will discuss ways to overcome the challenges in predicting recreational demand for trails and paths, as well as exploring e-scooter safety. The first presentation will highlight how StreetLight Data was used to gain a more comprehensive understanding of biking demand and how the data was used to identify factors correlated with higher and lower demand leading to the development of a flexible methodology for estimating trail demand. The second presentation will dive deep into e-scooter safety via a preview of stakeholder interviews covering regulations on e-scooter use, e-scooter speed limits, and any safety-related challenges from the implementation of e-scooters.

As storms become more severe and rainfall more intense, having a developed understanding of fluvial geomorphology across the transportation sector is vital. This session will present on how MassDOT is advancing its implementation of the Massachusetts Rivers & Roads Training Program. This session will also discuss how one extreme weather event in 2013 created a Colorado Department of Transportation project that resulted in valuable lessons. From training courses on how to reduce future damage through innovative assessment and design practices where river-road conflicts exist, the audience will leave this session with more information and an understanding of ways to create a more resilient transportation network.

There is a need to remain invested in the improvement of our pavement infrastructure to benefit all users. This session will cover three methods for reducing the cost and improving the lifespan of pavements. One presentation will discuss new nondestructive testing methods to improve inspections and balance mix designs to improve performance. The second presentation will cover Perpetual Pavements, which if properly designed and constructed last longer than 50 years without requiring major structural rehabilitation or reconstruction. The third presentation will discuss three projects which utilized Cold In-place Recycling (CIR), which has allowed road owners to rehabilitate poorer roads at less cost, less environmental impact, and less disruption to motorists than other common construction methods.

Room D: Quick & Urgent Bridge & Culvert Repair

Even with infrastructure inventories and regular bridge and culvert inspections, emergency improvements to these vital infrastructure components are needed. This session will cover innovative, short-term improvements needed to repair a large culvert and a bridge. Discussion will also describe challenges faced and lessons learned. The first part of this session focuses on a project on the Incline Creek, a culvertized stream near Lake Tahoe. Due to the risk, remote location, and limited pool of contractors, this project included ?the alternative delivery model of construction manager/general contractor, and a creative approach that used a conventional jacking frame to advance a 60-inch casing into the culvert. The second portion of this session recounts the story of the Hernando de Soto bridge (between Arkansas and Tennessee) inspection and emergency repair. Upon discovery of the bridge fracture by inspectors, DOTs closed the bridge to vehicular and river traffic severing a vital link for transportation, commerce, and defense. Using a three-phase approach for repairs, the bridge was able to re-open to traffic just 83 days after the fracture was initially discovered.

This session will discuss the groundwork for expanded implementation of Bus on Shoulder (BOS) in Massachusetts. The second presentation will describe a system of connecting commuters between North Station and the Seaport District. The rapid bus connection would look to minimize competition for limited street space among transit, bikes, loading/freight and general-purpose vehicle traffic by developing a coordinated Complete Streets network. The third presentation will detail the implementation of center-running bus lanes along Columbus Avenue, which invests in transit equity; improves bus travel times and reliability, increases passenger safety, and provides ADA-compliant features at eight new platforms in the corridor.

The advancement of technology has brought with it an array of challenges. This session will highlight new opportunities and planning designed to overcome them. The Town of Wellesley has undergone a collaborative, interdisciplinary effort to develop a sustainable mobility plan that will help local governments reduce emissions and identify techniques that can be utilized to create actionable plans. The second presentation will highlight the future of automated vehicle deployment through a case study in Trenton, New Jersey. The Mobility & Opportunity: Vehicles Equity System (MOVES) is exploring the feasibility of deploying around 100 automated vehicles (AVs) to serve as low-capacity and high-quality shuttles to serve 90,000 residents. The panelists will discuss opportunities, challenges, and solutions to deploying AVs that facilitate the goals of Trenton MOVES to deploy safe, equitable, affordable, and sustainable transportation to serve all users.

Room D: Unique Techniques for Accelerating Construction

Two Northeast DOTs fully utilized the design-build delivery method and were able to provide increased capacity and improve access for two large bridge projects. The Rhode Island DOT design-build team developed an innovative approach for the bridges over a state highway, replacing existing single span bridges with 2-span bridges by placing a new pier within the existing state highway median. New York State Department of Transportation created an ambitious design-build delivery system to provide increased capacity and improve access to the Van Wyck Expressway (VWE), which provides passenger and commercial truck access routes to JFK Airport, one of the largest airports in the U.S. for personal and business travel as well as international air cargo. This session will discuss the details of each project and the benefits of the design-build method.

In this session, attendees will learn how both temporary and permanent quick-build projects have addressed different challenges; from traffic calming on urban neighborhood streets, to creating accessible parklets with modular ramps; and to using paint to prioritize people walking. The presenters, including municipal officials from around the Commonwealth, will discuss some of the challenges faced during the implementation process.
